The Visual Practice Healthcard Validation Module supports two forms of Health Card Validation using electronic services provided by Ontario Ministry of Health and Long Term Care. OBEC - Overnight Batch Eligibility Checking Overnight Batch Eligibility Checking is an extended feature served through your MOHLTC Electronic Data Transfer (EDT) Account. If you are using EDT to submit and reconcile your claims, you can use this same account to submit batches of patient's healthcard information the night before their visit with you. Patients can be marked for an OBEC check either individually, or in batches/group by using the Booking & Scheduling Module "Add Day to OBEC Queue" feature. Adding an entire day's patients to the queue list takes seconds and with one quick call through your EDT modem, the OBEC queue is submitted to MOHLTC. The next day, you simply do the EDT Fetch, and along with any errror reports that may be waiting, your OBEC results are downloaded and integrated into your database. Because OBEC uses your EDT account, the only cost to you is the cost of a phone call to Kingston MOHLTC EDT services! Intelligent and Smart Integration Visual Practice has long supported validation data fields in the Card section of the Patient Registry. When OBEC results are downloaded, the are automatically broken down by patient and the patient's validation fields are updated for future access.
Most programs simply produce a paper report, which you then have to check as each patient arrives for their appointment. In Visual Practice, as you use the Health Card Swipe Wizard, each patient's results are compared to the available validation data on file using our IntelliCard technology. IF a patient has an OBEC rejection, the Intellibill Health Card monitor interrupts the check-in process at reception to notify your staff of the validation problem!
This solution for validation is very easy for your office to use because it does not require your staff to do anything different at patient check-in time. Patient's healthcards are swiped as they normally are, and any patients who have had exceptions reported the night before in their OBEC check will automatically have their file flagged when the patient checks in with your receptionist. This enables your staff to correct the issue with the patient PRIOR to servicing the patient, which is universally recognized as the best time to correct any health card or patient registration errors. Another helpful feature related to OBEC is date-of-birth correction. OBEC results list the patient's correct, MOHLTC on file date of birth in the result file, regardless of health card status! Each patient who has their health card validated automatically gets their data of birth correctly updated, silently behind the scenes, eliminating one more potential billing error.
HCV - Healthcard Validation Service (HCV) The HCV module participates in Visual Practice's overall card validation strategy, called IntelliCard. HCV provides immediate (usually within 25 seconds) confirmation of a health card's validity. Validation of health cards can be done through swiping the patient's card, or by intelligent scheduling of cards for validation prior to a patient's visit to your office. Unlike OBEC, HCV is not a free service. HCV is only available through Datapac accounts through Bell Canada, which charges a toll fee to access it. This makes HCV useful for high volume walk-in clinic situations where the number of new patients is very high, and where you are not likely to ever see the patient again (high risk of not being able to obtain correct information in the future). So HCV, while very useful, does have a cost associated with it, that has to be weighed against the cost of your rejections.
Validation results can be viewed immediately, after validation, as well as later through the patient's Patient Registry entry, as shown in the OBEC example above. A patient's health card status is also updated as billings are accepted using the stored health card information. When bills are paid by OHIP, the validation date and method are updated in order to indicate the last time the card was used successfully. This ensures a patient's health card status is always as up to date as possible. Validation reports enable your staff to identify and follow up on patients with invalid health cards, or where the health card validation status is unknown.
